TRU-Impact is dedicated to providing a holistic approach to tutoring and mentoring for students in grades K-12 in the Greater Rochester Area. Our strategy includes providing positive and honest feedback, motivation, family engagement, and academic enrichment to all students.

Our History
Victor L. Norflee II founded TRU-Impact Incorporated, where he currently serves as President and Executive Director. Over the past 20 years Victor has worked in a variety of community based programs with a focus on the youth. These programs include, Hillside Work Scholarship Connection, Villa of Hope, Monroe County Children’s Center (Youth Detention Center), and Community Place of Greater Rochester. Victor has directed partnerships with a diverse group of education-based community organizations including The Healthy Baby Network, Fellowship of Christian Athletes (FCA), Uplift Irondequoit and the Fatherhood Initiative. Victor has served as President for New Generation of Young Men Mentoring Program and sits on the Youth Service Quality Council executive team in Rochester, NY as the Co-Chair.
Victor currently works for Action for a Better Community as the Director of Youth Services Division. Since 2012 he has coached Football, Basketball (Head Varsity Coach at Wilson) and Track (Assistant Coach at Franklin) within the Rochester City School District. Victor along with his wife Tishka, have served as Teen Ministry leaders at Bridge Builders Ministries in Rochester, New York. One of Victor’s most prized recognitions was receiving the “Outstanding Heart Award” from the Heart Coalition of Rochester for his dedication and service to the youth and families of Rochester. During his free time, Victor volunteers at various schools such as Dr. Martin Luther King Jr. (School #9), and North East College Prep.
Mr. Norflee graduated from Ashland University where he majored in Criminal Justice.
Victor is supported by a team which includes Deanna Baddley, Deborah Dimartino, Tishka Norflee, and Julie Sadler who all have experience in non-profit ventures and working with youth of all ages and socio-economic backgrounds. Specifically, our team has solid experience in tutoring, organizing events, marketing to the local community and achieving key goals.
